PORTSMOUTH, Virginia?? Virginia lawmakers on Thursday shelved until next year a measure ultimately aimed at outlawing abortion by granting individual rights to an embryo from the moment of conception.

The state Senate voted 24-14 to send the so-called "personhood" bill back to a committee to be taken up again in 2013.
The move effectively killed the bill for this year.

Republican Delegate Bob Marshall, an abortion rights opponent who introduced the legislation, said the 1973 Roe v. Wade Supreme Court decision legalizing abortion in the United States would not have been rendered if Texas state law had regarded the unborn as a person "in the full sense."
"So this is a first step, a necessary step, but it's not sufficient to directly challenge Roe," Marshall said in a phone interview.
A spokesman for Republican Governor Bob McDonnell said the governor would review the measure if the Senate sent it to his desk but did not give any insight into whether McDonnell would sign it into law.
Virginia's approach differs from failed attempts to define a fertilized egg as a legal person in Colorado in 2008 and 2010, and in Mississippi in 2011 where voters rejected the measure.
Virginia's effort avoids involving a constitutional amendment like those states, instead seeking changes throughout the legal code, said Elizabeth Nash, public policy associate at the Washington-based Guttmacher Institute, which studies reproductive health issues.
But she said the intent was the same, with the measure ultimately aimed at banning abortion, contraception and infertility treatment.
"Should this bill become law, it could have a far-reaching impact on women's access to health care," Nash said. "No state, as yet, has adopted anything like this."
Marshall said the measure did not have the authority to ban birth control or infertility treatment.
"Let's just say that the imaginations of the opponents are fertile, but their arguments are sterile," he said.

"That agenda is out of touch with the values and priorities of Virginians, as well as Americans across the country," Miller said.
Similar legislation failed last year in the Virginia Senate, which was then controlled by Democrats.

SURPRISE, Ariz. (AP) ? Texas Rangers president and CEO Nolan Ryan says the team assembling for this spring training "is as strong a club as we've ever been. "
At a packed news conference Wednesday, the Hall of Fame pitcher spoke of how impressed he is with the team's expensive addition from Japan, right-hander Yu Darvish, then talked of the addiction struggles of outfielder Josh Hamilton and his high expectations for this club.
Ryan based his optimism on the Rangers' talented young starting rotation and the nucleus of good players still in their prime.
The two-time defending AL champions signed Darvish to a six-year, $56 million contract after paying his Japanese club $51.7 million just to have the chance to acquire him.
"It's exciting that he has the following that he does and so many people are excited about it," Ryan said. "I walked through the airport and not many Americans know his name yet but they say, 'Boy, how about that Japanese pitcher y'all have?'"
One of the Japanese reporters asked Ryan to compare himself to Darvish at the same age.
"There's a substantial difference," he said. "I still had a control problem. I was very durable but I didn't have the feel for the baseball or my delivery as he does with his."
"That's one of the unique things about him is at 25 he's still a very young pitcher and he has a great delivery and control of his delivery and he has a good feel for his baseball. When I say that, I mean he can throw different pitches, he can locate his pitches and so I think for a 25-year-old that's quite an accomplishment," he said.
Still, Ryan said, Darvish will have to learn the hitters, adjust to a different ball, acclimate himself to a five-day rotation instead of the six days he had in Japan, and deal with life in a different culture.
"What you hope is he doesn't come into camp and feel like he has to try to do more than he can and more than what he is," Ryan said. "I think that's a tendency when contracts and situations come up. I'm sure Prince Fielder will be feeling that to some degree this year going into Detroit's camp. What your hope is he can relax and just focus on what he needs to do to get ready and not try to go out and prove his worth here in spring training."
Hamilton, the Rangers' standout who has dealt with addiction all his adult life, relapsed in early February, drinking into the night at a Texas bar.
Ryan said he has talked to Hamilton and says the former AL MVP is in great shape and anxious to get started in spring training. He is expected to arrive on Thursday.
"Obviously us who don't have an addiction don't truly understand the challenges that Josh has," Ryan said, "so we're concerned for him obviously and as organization we try to do anything we can to help in any way we can. But yes, it is a concern of ours as it is for everybody around Josh and associated with Josh, from his teammates to his family members, to people that just care about him.
"I think that probably is one of the things that Josh realizes after this last time is the support that he does have out here, and I think that's probably very comforting to him."
As for a long-term contract for Hamilton, that will have to wait.
"I can't go into that," Ryan said. "There's so many factors that come into play when you're talking about long-term contracts. It doesn't matter who it is. At this point in time, I think everybody kind of just decided that we'd just let things kind of settle down before we went anywhere."
The Rangers are proceeding with a plan to move Hamilton to left with a competition this spring to find another center fielder.
"We feel like one of them will surface and basically be our everyday center fielder," Ryan said, "but it's a pretty good option if you've got to go back to Josh in center field."
Ryan said Darvish fits right in as a young pitcher with the Rangers' other talented youngsters ? Matt Harrison (14-9, 3.39 ERA), Derek Holland (16-5, 3.95), former closer Neftali Feliz and Alexi Ogando (13-8, 3.51).
"If you want to look at our ballclub and analyze our ballclub, the area that I think we have more upside than any other area is our pitching staff and mainly our starting staff," Ryan said, "because of the youth that we have in there. I don't think those guys have reached the level that I think they're capable of going to, and that includes Yu. Obviously he's in that same age group as the rest of those young starters. I think his better years are ahead of him."
Ryan hopes the Rangers' nucleus stays healthy.
"We have what I call established veterans on the ballclub that aren't at the end of their careers. They're at the peak of their careers," Ryan said. "You kind of go around the ballclub and you look at Josh and you look at Adrian (Beltre) and you look at Ian (Kinsler) and you look at Michael (Young) and Nelly (Nelson Cruz) and that's the nucleus of a ballclub that's not growing old yet."
Last season, the team won despite injuries to important players.
"If we can narrow the amount of time that those guys spend on the disabled list," Ryan said, 'then it even increases the opportunities that we have of being an even better ballclub. That's the way I look at it."

Still and Video Image Testing
From a distance of about eight feet away, the EX3200 filled our test screen with an image about 65 inches (measured diagonally). The image was bright in a darkened room, and stood up to a fair amount of ambient light, making it suitable for smallish conference rooms.
In our testing using the DisplayMate suite, the EX3200?s data image quality proved typical of a low-priced SVGA data projector: adequate for basic business presentations, though not without flaws. There was occasional tinting; for example, some bright white areas had a slight yellowish tinge, and grays sometimes looked a bit greenish. IN our text testing, white-on-black text appeared slightly fuzzy and tinted a bit yellow at the two smallest sizes, while black on white type was fuzzy, though readable, at the smallest size. One image showed misregistration, where zones of different shading didn?t quite line up; a very thin, bright gap showed between them.
The EX3200?s video quality is sufficient for showing short clips as a part of a presentation, but I wouldn?t recommend it for longer clips, let alone movies. I noted some loss of detail in bright areas in our test clips, as well as posterization?abrupt changes in color where they should be gradual. Some colors didn?t look quite right (for instance, one normally blue night scene just appeared dark), and I?d frequently see artifacts in the form of hatching or jaggedness in scenes portraying motion or when the camera was quickly panning.
Also limiting the EX3200?s utility for projecting video is the fact that audio from the single 1-watt built-in speaker is hard to hear unless you?re very close to the projector.
The Epson EX3200 Multimedia Projector is best as a very portable and easy to set up budget projector for business travelers who need to make data presentations to small groups. There are many similar SVGA projectors on the market, such as the Dell 1210S ?($419 list, 3.5 stars). The Optoma Pro160S ?($500 street, 3.5 stars) has similar image quality and features, but it adds an HDMI port, a rarity on low-res projectors. For better image quality, higher resolution, and more features, the Editors? Choice NEC NP-M260W ?($850 street, 4 stars) should fit the bill, though at a commensurately higher price.

When I go to my American friends' weddings, I usually ask my mom to buy me a dress and pick out jewelry, and I'll usually wear exactly what she suggests. Sometimes I'll even just wear one of her dresses tailored to my size, even though we're several sizes apart. It's no big deal...my mom's style is my style.
No, that never happens. Like, never ever happens. Yet as an Indian American woman, up until about the time I turned 28, I had no issue enacting the above scenario for the 5+ Indian weddings I attend every year. It was always one of three situations:
1) My mom or an aunt would travel to India every few years and pick out clothes that I'd then wear to weddings in America.
2) My mom would alter one of her blouses for me, which generally made me feel like my waist was too short, my shoulders too slumped, and my boobs like they were in a bra two sizes too big.
3) My mom would take me to Little India, and I'd pick something that I sort of liked (but something that she liked too so we could share), and then watched my mom try to haggle them down from $750, or whatever ridiculous price they started with, to $250. When we'd get home, we'd discover that the quality of the garment wasn't as good as we thought, and of course, they don't accept returns.
I proudly tried to go by myself once, but the minute they heard my Americanized Gujarati (Gujarati is the language spoken by most shopkeepers in Little India), we both knew I was going to get ripped off.
The money thing wasn't the worst of it. Going to these stores was essentially the same as having someone else go shopping for me. A lot of them sourced their clothes from bargain basements in India. Their clothes didn't reflect my Indian American style, or even allow me the chance to develop one.
It's like when you were 13 and your mom still bought your clothes for you even though you were ready to go shopping on your own, but you didn't have a car, a credit card, or know any cool brands besides Claire's.
Indian weddings tend to be fashion parades, and as someone who didn't have the money or vacation time to travel to India frequently, I could never quite fit in.
Then came along a new wave of E-commerce sites like Luxemi.com, that take the Rent-the-Runway and Shop Bop models to fill a void for women who go through what I did. Just as Rent-the-Runway made American designer clothing accessible to thousands of women, Luxemi (unlike the shops in Little India) works with designers in India to bridge the cultural fashion gap for South Asian Americans. They'll take current American fashion trends, like color-blocking and prints, and find Indian definitions of them.
Thanks to Indian American fashion sites, I've been able to explore my own style, which doesn't involve me wearing massive amounts of jewelry on heavily embroidered clothing. I can take a beautiful and basic, but high-quality, sari, like a Neeru Kumar (whose saris are a little reminiscent of ones my grandma used to wear), and restyle it with a favorite chunky necklace, a soft headband, or an unexpected belt. Or I can borrow a designer Satya Paul print sari (one that I'd normally never be able to afford), and choose to go light on the jewelry (at which my relatives would scoff. "No matching set? Your face is naked without one!" they'd exclaim).
These sites are a little new for South Asian brides to have fully adopted them for their wedding ceremony wear, but full disclosure: I rented a very traditional Victorian jewelry set with blue stones to wear at my own reception to complement my Indo-Western gown. More and more of my peers are straying away from spending thousands on expensive, real gold and gem stones that traditionally signify an Indian bride, and moving toward wearing more trendy, fake jewelry that matches their colorful outfits and costs less. But most have a hard time swallowing the price tags in India for something that isn't even considered an investment. To me, renting a set was better than spending money on a costume set that I'd never wear again -- plus, it took care of my something borrowed and my something blue in one fell swoop!
Moreover, with this newfound Indian American fashion identity, I was able to find a dress that really represented me. Without it, I probably would have worn what every other bride at the bargain stores in Mumbai was wearing because I didn't know my own style any better. It might make me a little less Indian to say this, but I'm not the blinged-out-Indian-bride type, and that's what I would have become.
With the high number of Indian fusion weddings happening these days, Indian families love that their non-Indian friends and in-laws can dress the part for the festivities, without having to invest too much money, or deal with the hassle of scouting out reputable shops and tailors in whatever city they're in. Believe it or not, non-Indians fare worse than I do at the shops in Little India.

WASHINGTON - Major League Soccer MVP Dwayne De Rosario has agreed to a new contract with D.C. United.
The 33-year-old midfielder moved from Toronto FC to the New York Red Bulls to D.C. United in a three-month span. An 11-year MLS veteran, he became the league's leading scorer with an MLS-best 16 goals. He became the first Canadian to win the award, and the first player to win it from a team that missed the postseason.

Homs, Syria (CNN) -- A massive plume of thick, black smoke billowed from the Syrian city of Homs Wednesday, punctuating the chaos that has plagued the opposition stronghold for months.
According to the Local Coordination Committees of Syria, an opposition activist group, government war planes flew over Homs and blew up an oil pipeline.
But Syrian state-run TV blamed a "terrorist group" for the assault.
Under the opaque cloud of smoke, sounds of sustained attacks -- including artillery fire and automatic machine gunfire -- echoed through the city of 1 million people, CNN's Arwa Damon reported from inside Homs Wednesday.
Opposition activists say government forces are set on flattening every neighborhood that might hold dissidents calling for the ouster of Syrian President Bashar al-Assad.
But reports of fresh violence Wednesday weren't limited to Homs.
Three bodies were recovered from Idlib province; a 16-year-old student was killed by gunfire in Daraa province; and another person was killed in Aleppo, the opposition Syrian Observatory for Human Rights said.
And military forces stormed the city of Hama, where explosions rattled two neighborhoods, the group said. The Observatory said landlines, cell phone communication and Internet access in Hama were cut off.
While residents across Syria grappled with the turmoil, the state-run Syrian Arab News Agency said al-Assad has set a date of February 26 for a referendum on a draft constitution.
Members of a committee tasked with drafting the document "reiterated their keenness on a constitution that allows ... public freedoms and political plurality in a way to lay the foundation for a new stage that will enrich Syria's cultural history," SANA reported.
Al-Assad has previously said Syria planned to hold a constitutional referendum, but reports of bloodshed at the hands of his regime have only intensified since his statement.
Meanwhile, after repeated U.N. failures to formally denounce the Syrian government, the latest U.N. draft resolution condemning Syria could go for a vote in the General Assembly as early as Wednesday.
Though a General Assembly vote would not be binding, it would mark the strongest U.N. statement yet on the violence. Russia and China have vetoed attempts to condemn Syria for the crackdown by the U.N. Security Council, whose resolutions are binding.
The draft resolution calls on Syria to end human-rights violations and attacks against civilians immediately, and condemns "all violence, irrespective of where it comes from."
But any U.N. action is long overdue, say opposition activists, who reported 49 deaths across Syria on Tuesday. The dead included three Syrian soldiers who defected, the LCC said.
Deaths took place in Idlib, Homs, Daraa, Aleppo, Deir Ezzor, Hama, Damascus, the Damascus suburbs and Latakia, the group said.
Navi Pillay, the U.N. high commissioner for human rights, said Monday most of the wounded avoid going to public hospitals for fear of being arrested or tortured. Instead, they are being treated in underground hospitals where hygiene and sterilization conditions are rudimentary and medical supplies are scarce, she said.
Pillay denounced the Syrian government's "ongoing onslaught" against its citizens.
"The nature and scale of abuses committed by Syrian forces indicates that crimes against humanity are likely to have been committed since March 2011," Pillay said.
Syria posted a banner on state TV Tuesday saying its Foreign Affairs Ministry "absolutely rejects all the new allegations in the new report by the human rights high commissioner."
The Syrian regime has consistently blamed "armed terrorist groups" for the violence in Syria.
"What is happening has nothing to do with reforms, with the spread of democracy. This is the work of armed terrorist groups that are being funded from outside," said Syria's ambassador to Russia, Riad Haddad, according to Russia's RIA Novosti state news agency.
He added: "Damascus will not let international peacekeepers into the country. Syria does not need peacekeepers. Syria has categorically dismissed that option."
CNN cannot independently confirm details of events across Syria because the government has severely limited the access of international journalists.
But the vast majority of accounts from within the country indicate al-Assad's forces are slaughtering civilians en masse, part of a brutal crackdown on protesters calling for democratic reforms.
Pillay has said at least 5,400 people have been killed in the Syrian conflict, but she said it is difficult to update that number due to the turmoil on the ground. The LCC has said well over 7,000 people have been killed.
European Union diplomats said they expect new EU sanctions on Syria by February 27, targeting the Syrian Central Bank and imposing a ban on exports of precious metals and phosphates.
Victoria Nuland, a U.S. State Department spokeswoman, said Tuesday that increasing pressure and sanctions on al-Assad's government was crucial.
French Foreign Minister Alain Juppe announced a national decision to establish an emergency relief fund for Syria, according to the website of the permanent mission of France to the United Nations. The fund, with an initial sum of ?1 million ($1.3 million), will "fund the actions of all organizations and associations wishing to help the Syrian people."
France will propose the creation of a similar fund at the international level at the first "Friends of Syria" meeting in Tunis, Tunisia, on February 24, the statement said.
Juppe said on French radio Wednesday morning that diplomats have not given up on Russia in the Syria talks.
"We are currently renegotiating a resolution at the U.N Security Council to see if we can persuade the Russians," Juppe told France Info.

Mehr said that Zoosk will be able to do this with relationship-enhancing bonuses such as reminders of key dates including birthdays and anniversaries, deals on events and activities for two, and advice centers for couples.

While Zoosk is looking to add a new twist to the online dating world, the site is already successful. Founded in 2007, it now claims some 15 million monthly active users and company representatives say that its sales revenue surpassed $90 million in 2011.
Zoosk works differently than most dating sites already, Mehr says. It integrates a variety of social networks as well as functionality as a social network of its own with a news feed and interest graph. But it's the new features, set to debut over the next month, that Mehr thinks will truly set Zoosk apart.
"What we want is for it to have 2 benefits," he says. "It will capture more value for the customer so that they don't just turn it off when they find someone. At the same time, we'll know the transition points, we'll know when you will want to find someone else if it doesn't work out, so that gives us a natural advantage."
When a Zoosk user finds a boyfriend or girlfriend, they will be able to change their relationship status to begin capitalizing on the couples' features. Change that status back to single, and personal ads will reappear.
Mehr said that reviews of the new features with small groups of test users have been "very positive." Between now and the end of March, Zoosk plans to roll out a host of different iterations of its new features to see which ones most users prefer and then finalize the site's added element.
Relationship advice, for example, could be syndicated from outside sources or user generated -- though Mehr said he hopes Zoosk eventually relies more on content provided by its members.
And, just as Zoosk already integrates with other social networks, all of its new features will as well. Post a photo of you and your significant other to Facebook, and Zoosk will pull it to your profile there. Post that photo to your Zoosk profile, and the site will push it to Facebook.
"One way to think of it will be as a romantic filter for all your social networks," Mehr said. "There is no other site out there where, if two people are in a relationship, it provides this type of service to them."
